How Over 3,500 Hours of Commercial Activities Diverted Public EMS Teams from Citizens in Need<\/p>\n\n\n\n<ol class=\"wp-block-list\"><\/ol>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>1. Introduction<\/strong><\/h2>\n\n\n\n<p>Due to systemic abuse of personnel, resources, and misuse of public funds, the legal team of the Movement Right to Life \u2013 MERI today submitted an official request to the Republic Fund for Health Insurance for an urgent and comprehensive audit of the operations of the Belgrade Emergency Medical Institute for the period from 01.01\u201301.09.2025.<\/p>\n\n\n\n<p>The request was submitted based on an extensive analysis conducted by our team, which shows systemic violations of the law, contractual obligations, and gross abuse of personnel and equipment financed from mandatory health insurance funds.<\/p>\n\n\n\n<div data-wp-interactive=\"core\/file\" class=\"wp-block-file aligncenter\"><object data-wp-bind--hidden=\"!state.hasPdfPreview\" hidden class=\"wp-block-file__embed\" data=\"https:\/\/pokretmeri.org.rs\/home\/wp-content\/uploads\/2025\/12\/REPUBLIC-FUND-FOR-HEALTH-INSURANCE.pdf\" type=\"application\/pdf\" style=\"width:100%;height:600px\" aria-label=\"Embed of REPUBLIC FUND FOR HEALTH INSURANCE.\"><\/object><a id=\"wp-block-file--media-b09d60ad-7184-4b79-937a-342d12998f46\" href=\"https:\/\/pokretmeri.org.rs\/home\/wp-content\/uploads\/2025\/12\/REPUBLIC-FUND-FOR-HEALTH-INSURANCE.pdf\">REPUBLIC FUND FOR HEALTH INSURANCE<\/a><a href=\"https:\/\/pokretmeri.org.rs\/home\/wp-content\/uploads\/2025\/12\/REPUBLIC-FUND-FOR-HEALTH-INSURANCE.pdf\" class=\"wp-block-file__button wp-element-button\" download aria-describedby=\"wp-block-file--media-b09d60ad-7184-4b79-937a-342d12998f46\">Download<\/a><\/div>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>2. Budget Account vs. Own Funds Account<\/strong><\/h2>\n\n\n\n<p>At the outset, it is important to clarify the difference between the two types of accounts through which the Belgrade Emergency Medical Institute operates.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>2.1. Budget Account (840-0000000619661-53)<\/strong><\/h3>\n\n\n\n<p>The &#8220;budget account&#8221; is the account to which the healthcare institution receives funds provided by the RFZO or the budget of the Republic of Serbia for performing its basic, legally defined activities.<\/p>\n\n\n\n<p>From this account, salaries of doctors, technicians, and drivers are financed, as well as the operation of ambulance vehicles, fuel, equipment, consumables, and all activities that represent public services available to citizens.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>2.2. Own Funds Account (840-0000000619667-35)<\/strong><\/h3>\n\n\n\n<p>In contrast, the &#8220;own funds account&#8221; represents the account to which the institution deposits revenues it earns itself, outside the framework of public financing. These are funds obtained from:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>providing commercial services (e.g., duties at events),<\/li>\n\n\n\n<li>charging for sanitary transports not covered by insurance,<\/li>\n\n\n\n<li>revenues from contracts with third parties,<\/li>\n\n\n\n<li>donations and other sources not from the RFZO.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>2.3. Why this distinction matters<\/strong><\/h3>\n\n\n\n<p>The costs of team operations fall on the budget account (RFZO), while all revenue from commercial activities flows to the Institute&#8217;s own funds account \u2014 meaning that commercial revenue is practically <strong>100% profit<\/strong> for the Institute, achieved using public resources.<\/p>\n\n\n\n<p>This relationship underlies all further irregularities documented by the MERI Movement below.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>3. What Did We Discover?<\/strong><\/h2>\n\n\n\n<p>Documents and financial data we collected show the following:<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>3.1. Massive commercial engagements<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Institute performed <strong>3,544.5 hours of commercial engagements in 8 months.<\/strong><\/li>\n\n\n\n<li>This equals <em>more than one full year<\/em> of work for one medical team.<\/li>\n\n\n\n<li>On average, citizens of Belgrade were deprived of <strong>14.6 hours of emergency aid every day<\/strong> \u2014 equivalent to one full team per day.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>3.2. Commercial work despite staff shortages<\/strong><\/h3>\n\n\n\n<p>While the city has only <strong>23\u201325 teams instead of the legally prescribed 46<\/strong>, the Institute simultaneously sent teams to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>private events,<\/li>\n\n\n\n<li>sports matches,<\/li>\n\n\n\n<li>festivals, concerts,<\/li>\n\n\n\n<li>fairs,<\/li>\n\n\n\n<li>film shootings,<\/li>\n\n\n\n<li>large commercial contracts such as duties at Ada Ciganlija.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>3.3. Revenue<\/strong><\/h3>\n\n\n\n<p>Revenue amounted to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>16,576,005 RSD excluding VAT<\/strong><\/li>\n\n\n\n<li><strong>19,891,206 RSD including VAT<\/strong><\/li>\n<\/ul>\n\n\n\n<p>All this money was deposited into the Institute&#8217;s own funds account, while:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>salaries,<\/li>\n\n\n\n<li>contributions,<\/li>\n\n\n\n<li>drivers,<\/li>\n\n\n\n<li>medical technicians,<\/li>\n\n\n\n<li>doctors,<\/li>\n\n\n\n<li>ambulances,<\/li>\n\n\n\n<li>fuel,<\/li>\n\n\n\n<li>equipment<\/li>\n<\/ul>\n\n\n\n<p>were financed from RFZO funds \u2014 i.e., money from all insured persons.<\/p>\n\n\n\n<p><strong>In other words: Citizens finance the costs, the Institute keeps the revenue.<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>4. No \u201cExcess Capacity\u201d \u2014 the Institute Operates with a 50% Deficit<\/strong><\/h2>\n\n\n\n<p>According to the official document of the Ministry of Health:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Institute must have <strong>46 teams per shift<\/strong>, or <strong>230 teams in total (5 shifts).<\/strong><\/li>\n\n\n\n<li>In reality, it has <strong>23\u201325 teams per shift<\/strong>, a shortage of <strong>45\u201350%.<\/strong><\/li>\n<\/ul>\n\n\n\n<p>At the same time:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>at least 21 doctors, 24 drivers, and 40 technicians are banned from field work due to occupational medicine findings,<\/li>\n\n\n\n<li>the Institute objectively cannot meet the norms,<\/li>\n\n\n\n<li>yet it still redirects operational personnel to commercial activities.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image aligncenter size-full is-resized\"><img fetchpriority=\"high\" decoding=\"async\" width=\"441\" height=\"359\" src=\"https:\/\/pokretmeri.org.rs\/home\/wp-content\/uploads\/2025\/12\/ekipe-broj.png\" alt=\"\" class=\"wp-image-3164\" style=\"width:587px;height:auto\" srcset=\"https:\/\/pokretmeri.org.rs\/home\/wp-content\/uploads\/2025\/12\/ekipe-broj.png 441w, https:\/\/pokretmeri.org.rs\/home\/wp-content\/uploads\/2025\/12\/ekipe-broj-300x244.png 300w\" sizes=\"(max-width: 441px) 100vw, 441px\" \/><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>4.1. Direct legal violations<\/strong><\/h3>\n\n\n\n<p>This directly violates:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Article 190 of the Health Insurance Law,<\/li>\n\n\n\n<li>Article 204 of the Health Insurance Law,<\/li>\n\n\n\n<li>Article 11 of the Contracting Rulebook,<\/li>\n\n\n\n<li>Article 60 of the Health Protection Law.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>5. Inefficiency and Unfair Competition: The Ada Ciganlija Case<\/strong><\/h2>\n\n\n\n<p>During part of June, all of July, and August, the Institute daily allocated:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>3 doctors<\/strong>,<\/li>\n\n\n\n<li><strong>4 technicians<\/strong>,<\/li>\n\n\n\n<li><strong>2 drivers<\/strong>,<\/li>\n\n\n\n<li><strong>2 ambulance vehicles<\/strong><\/li>\n<\/ul>\n\n\n\n<p>to commercial duties at Ada Ciganlija.<\/p>\n\n\n\n<p>Due to shift work, this means monthly:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>6 doctors,<\/li>\n\n\n\n<li>8 technicians,<\/li>\n\n\n\n<li>4 drivers<br>fewer for the citizens of Belgrade.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"663\" src=\"https:\/\/pokretmeri.org.rs\/home\/wp-content\/uploads\/2025\/12\/Ada-Jul-1024x663.png\" alt=\"\" class=\"wp-image-3149\" srcset=\"https:\/\/pokretmeri.org.rs\/home\/wp-content\/uploads\/2025\/12\/Ada-Jul-1024x663.png 1024w, https:\/\/pokretmeri.org.rs\/home\/wp-content\/uploads\/2025\/12\/Ada-Jul-300x194.png 300w, https:\/\/pokretmeri.org.rs\/home\/wp-content\/uploads\/2025\/12\/Ada-Jul-768x497.png 768w, https:\/\/pokretmeri.org.rs\/home\/wp-content\/uploads\/2025\/12\/Ada-Jul.png 1092w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>5.1. Financial results<\/strong><\/h3>\n\n\n\n<p>For 68 days of duties, the Institute earned:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>4,999,360 RSD<\/strong> (73,520 RSD\/day)<\/li>\n<\/ul>\n\n\n\n<p>If the Institute paid the costs itself, the minimum cost would be:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>4,263,094.08 RSD<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Real costs would leave about:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>\u2248 10,000 RSD\/day profit<\/strong><\/li>\n<\/ul>\n\n\n\n<p>But because RFZO finances the entire operation, the Institute realizes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>73,520 RSD\/day as pure profit<\/strong><\/li>\n<\/ul>\n\n\n\n<p>This means the Institute achieves profit thanks to someone else&#8217;s costs while citizens are left without emergency teams.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>5.2. Unfair competition<\/strong><\/h3>\n\n\n\n<p>Private medical services bear all costs themselves, while the Institute operates commercially with RFZO subsidies.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Contract with JP Ada Ciganlija<\/strong><\/h3>\n\n\n\n<p>The contract clearly states that simultaneously engaged are:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>one field team (doctor, technician, driver),<\/li>\n\n\n\n<li>two outpatient teams (doctor + technician),<\/li>\n\n\n\n<li>one transport team (technician + driver).<\/li>\n<\/ul>\n\n\n\n<p>Four teams per day for 68 days.<\/p>\n\n\n\n<div data-wp-interactive=\"core\/file\" class=\"wp-block-file aligncenter\"><object data-wp-bind--hidden=\"!state.hasPdfPreview\" hidden class=\"wp-block-file__embed\" data=\"https:\/\/pokretmeri.org.rs\/home\/wp-content\/uploads\/2025\/12\/Ugovor-JP.-Ada.pdf\" type=\"application\/pdf\" style=\"width:100%;height:600px\" aria-label=\"Embed of Ugovor JP. Misuse of Public Funds<\/strong><\/h2>\n\n\n\n<p>Analysis of financial flows showed:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>payments of salaries from the budget (RFZO) account for personnel who worked commercial jobs,<\/li>\n\n\n\n<li>deposit of all commercial revenues to the own funds account,<\/li>\n\n\n\n<li>transfers of money from budget to own account without clear basis,<\/li>\n\n\n\n<li>reverse transfers without RFZO approval.<\/li>\n<\/ul>\n\n\n\n<p>This represents:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>violation of the Budget System Law,<\/li>\n\n\n\n<li>misuse of RFZO funds,<\/li>\n\n\n\n<li>grounds for misdemeanor and criminal proceedings.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"160\" src=\"https:\/\/pokretmeri.org.rs\/home\/wp-content\/uploads\/2025\/12\/tabela-53-na-35-1024x160.png\" alt=\"\" class=\"wp-image-3156\" srcset=\"https:\/\/pokretmeri.org.rs\/home\/wp-content\/uploads\/2025\/12\/tabela-53-na-35-1024x160.png 1024w, https:\/\/pokretmeri.org.rs\/home\/wp-content\/uploads\/2025\/12\/tabela-53-na-35-300x47.png 300w, https:\/\/pokretmeri.org.rs\/home\/wp-content\/uploads\/2025\/12\/tabela-53-na-35-768x120.png 768w, https:\/\/pokretmeri.org.rs\/home\/wp-content\/uploads\/2025\/12\/tabela-53-na-35-1536x239.png 1536w, https:\/\/pokretmeri.org.rs\/home\/wp-content\/uploads\/2025\/12\/tabela-53-na-35.png 1797w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>7. Invoices for Commercial Engagements \u2013 January\u2013August 2025<\/strong><\/h2>\n\n\n\n<p>To provide the public with a complete and transparent insight into the scope of commercial activities of the Belgrade Emergency Medical Institute, the MERI Movement publishes the complete set of invoices issued from January 1 to September 1, 2025.<\/p>\n\n\n\n<p><em>\u0424\u0430\u043a\u0442\u0443\u0440\u0435 (Download)<\/em><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>7.1. Total commercial revenue (first 8 months of 2025)<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>28,420,611.11 RSD<\/strong><\/li>\n<\/ul>\n\n\n\n<p>This raises the key question:<br><strong>Does the Emergency Medical Institute partially function as a private enterprise within the public system \u2013 financed by citizens\u2019 money?<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>8. What Is the Essence of the Problem?<\/strong><\/h2>\n\n\n\n<p>The Institute&#8217;s commercial engagements have direct consequences on citizens\u2019 lives.<\/p>\n\n\n\n<p>Due to the shortage of teams \u2014 further deepened by daily redirection of resources \u2014 dispatchers increasingly refuse to send teams, citing:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>&#8220;symptoms do not indicate an emergency,&#8221;<\/li>\n\n\n\n<li>&#8220;assessment is that a team is not needed,&#8221;<\/li>\n\n\n\n<li>&#8220;not for emergency aid.&#8221;<\/li>\n<\/ul>\n\n\n\n<p>However:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>the system lacks clear, mandatory protocols for receiving and processing calls,<\/li>\n\n\n\n<li>the number of teams is halved compared to the legal minimum.<\/li>\n<\/ul>\n\n\n\n<p>\u201cProfessional assessment\u201d often serves as justification for capacity shortages \u2014 not medical evaluation.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Consequences for citizens<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>neglect of urgent symptoms,<\/li>\n\n\n\n<li>downplaying secondary symptoms,<\/li>\n\n\n\n<li>worsening of conditions,<\/li>\n\n\n\n<li>preventable fatalities,<\/li>\n\n\n\n<li>dangerous delays in time-critical interventions.<\/li>\n<\/ul>\n\n\n\n<p>This is a <em>systemic<\/em> pattern.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>9.
