{"id":3338,"date":"2026-03-07T14:40:20","date_gmt":"2026-03-07T13:40:20","guid":{"rendered":"https:\/\/pokretmeri.org.rs\/home\/?p=3338"},"modified":"2026-03-07T15:10:12","modified_gmt":"2026-03-07T14:10:12","slug":"nacionalne-smernice-za-postupanje-prilikom-prijema-poziva-u-hitnim-stanjima","status":"publish","type":"post","link":"https:\/\/pokretmeri.org.rs\/home\/2026\/03\/07\/nacionalne-smernice-za-postupanje-prilikom-prijema-poziva-u-hitnim-stanjima\/","title":{"rendered":"Nacionalne smernice za postupanje prilikom prijema poziva u hitnim stanjima"},"content":{"rendered":"\n<p>Ministarstvo zdravlja Republike Srbije objavilo je <strong>Nacionalne smernice za postupanje prilikom prijema poziva u hitnim stanjima<\/strong>, dokument koji ima za cilj da standardizuje na\u010din procene hitnosti tokom telefonskog prijema poziva u slu\u017ebama hitne medicinske pomo\u0107i.<\/p>\n\n\n\n<p>Ovaj dokument predstavlja zna\u010dajan iskorak u pravcu unapre\u0111enja organizacije hitne medicinske pomo\u0107i, jer prvi put na nacionalnom nivou uvodi jedinstveni okvir za procenu hitnosti i vo\u0111enje razgovora sa pozivaocima u situacijama kada gra\u0111ani tra\u017ee hitnu medicinsku pomo\u0107.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Za\u0161to su smernice va\u017ene<\/h2>\n\n\n\n<p>Prijem poziva predstavlja jedan od najkriti\u010dnijih trenutaka u lancu zbrinjavanja hitnog medicinskog stanja. Na osnovu informacija koje lekar ili medicinski radnik dobije tokom telefonskog razgovora donosi se odluka o:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>stepenu hitnosti slu\u010daja<\/li>\n\n\n\n<li>potrebi slanja ekipe hitne medicinske pomo\u0107i<\/li>\n\n\n\n<li>prioritetu intervencije<\/li>\n\n\n\n<li>davanju saveta pozivaocu do dolaska medicinske ekipe.<\/li>\n<\/ul>\n\n\n\n<p>Gre\u0161ka u ovoj fazi mo\u017ee dovesti do ka\u0161njenja u pru\u017eanju pomo\u0107i, \u0161to u pojedinim situacijama mo\u017ee imati ozbiljne posledice po zdravlje ili \u017eivot pacijenta.<\/p>\n\n\n\n<p>Upravo zato razvijeni zdravstveni sistemi ve\u0107 decenijama koriste <strong>standardizovane indekse i protokole za procenu hitnosti<\/strong>, koji omogu\u0107avaju strukturirano vo\u0111enje razgovora i smanjuju rizik od pogre\u0161ne procene.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Struktura dokumenta<\/h2>\n\n\n\n<p>Nacionalne smernice predvi\u0111aju sistem procene koji obuhvata veliki broj razli\u010ditih klini\u010dkih situacija i simptoma, uklju\u010duju\u0107i:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>nejasne ili nespecifi\u010dne tegobe<\/li>\n\n\n\n<li>poreme\u0107aje svesti i neurolo\u0161ke ispade<\/li>\n\n\n\n<li>znake \u0161oknog stanja<\/li>\n\n\n\n<li>traume<\/li>\n\n\n\n<li>respiratorne i kardiovaskularne tegobe.<\/li>\n<\/ul>\n\n\n\n<p>Va\u017ena karakteristika smernica jeste da procena nije vezana isklju\u010divo za odre\u0111enu dijagnozu, ve\u0107 se zasniva i na <strong>op\u0161tem stanju pacijenta i simptomima koji mogu ukazivati na \u017eivotnu ugro\u017eenost<\/strong>, poput kolapsa, naglog pogor\u0161anja stanja, bledila, hladnog znoja ili poreme\u0107aja govora.<\/p>\n\n\n\n<p>Na taj na\u010din omogu\u0107ava se prepoznavanje hitnih stanja i u situacijama kada simptomi nisu \u201etipi\u010dni\u201c, \u0161to predstavlja va\u017ean class=\"wp-block-heading\">Smernice kao standard postupanja<\/h2>\n\n\n\n<p>Pokret \u201ePravo na \u017eivot \u2013 MERI\u201c pozdravlja dono\u0161enje ovog dokumenta i smatra da on predstavlja va\u017ean korak ka unapre\u0111enju rada hitne medicinske pomo\u0107i u Srbiji.<\/p>\n\n\n\n<p>Istovremeno smatramo da je od klju\u010dnog zna\u010daja da ove smernice ne ostanu samo preporuka, ve\u0107 da postanu <strong>obavezuju\u0107i standard postupanja u radu slu\u017ebi hitne medicinske pomo\u0107i<\/strong>.<\/p>\n\n\n\n<p>Jedinstveni i obavezuju\u0107i protokoli doprinose ujedna\u010denom postupanju u razli\u010ditim sredinama i smanjuju prostor za proizvoljne procene koje mogu dovesti do pogre\u0161ne procene hitnosti.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Izazovi u prakti\u010dnoj primeni<\/h2>\n\n\n\n<p>Iako smernice predstavljaju kvalitetan stru\u010dni dokument, njihova stvarna vrednost zavisi od na\u010dina primene u svakodnevnom radu.<\/p>\n\n\n\n<p>Procena hitnosti tokom prijema poziva jedan je od najzahtevnijih segmenata rada hitne medicinske pomo\u0107i. U praksi se \u010desto de\u0161ava da se tokom telefonskog razgovora simptomi interpretiraju kroz jedan dominantni problem.<\/p>\n\n\n\n<p>Ukoliko se slu\u010daj prerano klasifikuje kao stoma\u010dni problem, uznemirenost ili nespecifi\u010dna tegoba, a pritom se ne prepoznaju istovremeno prisutni znaci poput kolapsa, \u0161oka ili neurolo\u0161kog ispada, postoji realan rizik da se i kvalitetan protokol primeni pogre\u0161no.<\/p>\n\n\n\n<p>Zbog toga je pravilna primena smernica u velikoj meri povezana sa nivoom obu\u010denosti lekara i medicinskog osoblja koji rade na prijemu poziva.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/pokretmeri.org.rs\/home\/wp-content\/uploads\/2026\/03\/ChatGPT-Image-Mar-7-2026-02_12_56-PM-1024x683.png\" alt=\"\" class=\"wp-image-3344\" srcset=\"https:\/\/pokretmeri.org.rs\/home\/wp-content\/uploads\/2026\/03\/ChatGPT-Image-Mar-7-2026-02_12_56-PM-1024x683.png 1024w, https:\/\/pokretmeri.org.rs\/home\/wp-content\/uploads\/2026\/03\/ChatGPT-Image-Mar-7-2026-02_12_56-PM-300x200.png 300w, https:\/\/pokretmeri.org.rs\/home\/wp-content\/uploads\/2026\/03\/ChatGPT-Image-Mar-7-2026-02_12_56-PM-768x512.png 768w, https:\/\/pokretmeri.org.rs\/home\/wp-content\/uploads\/2026\/03\/ChatGPT-Image-Mar-7-2026-02_12_56-PM.png 1536w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Potreba za kontinuiranom obukom<\/h2>\n\n\n\n<p>Uvo\u0111enje smernica mora biti pra\u0107eno sistematskom edukacijom i obukom zaposlenih koji rade na prijemu poziva.<\/p>\n\n\n\n<p>To podrazumeva:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>stru\u010dno osposobljavanje za rad sa smernicama<\/li>\n\n\n\n<li>simulacione treninge za procenu hitnih stanja tokom telefonskog razgovora<\/li>\n\n\n\n<li>redovne provere znanja i evaluaciju primene protokola.<\/li>\n<\/ul>\n\n\n\n<p>Bez ovakvog pristupa postoji rizik da i kvalitetno izra\u0111en dokument ne ostvari o\u010dekivane rezultate u praksi.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Edukacija gra\u0111ana kao va\u017ean deo sistema hitne medicinske pomo\u0107i<\/h2>\n\n\n\n<p>Efikasnost sistema hitne medicinske pomo\u0107i ne zavisi isklju\u010divo od organizacije rada zdravstvenih ustanova i stru\u010dnosti medicinskog osoblja. Va\u017enu ulogu ima i nivo informisanosti gra\u0111ana o tome kada i na koji na\u010din treba potra\u017eiti hitnu medicinsku pomo\u0107.<\/p>\n\n\n\n<p>U razvijenim zdravstvenim sistemima kontinuirano se sprovode javne kampanje koje gra\u0111anima poma\u017eu da prepoznaju rane znakove \u017eivotno ugro\u017eavaju\u0107ih stanja, poput mo\u017edanog udara, infarkta ili \u0161oknog stanja, kao i da nau\u010de kako da jasno i precizno opi\u0161u stanje pacijenta tokom poziva hitnoj pomo\u0107i.<\/p>\n\n\n\n<p>Takve kampanje doprinose br\u017eem prepoznavanju hitnih stanja i olak\u0161avaju rad dispe\u010dera i lekara na prijemu poziva, jer omogu\u0107avaju da se tokom telefonskog razgovora dobiju jasnije i relevantnije informacije.<\/p>\n\n\n\n<p>Zbog toga smatramo da bi, paralelno sa uvo\u0111enjem nacionalnih smernica i obukom medicinskog osoblja, trebalo razviti i <strong>sistematsku kampanju informisanja i edukacije stanovni\u0161tva<\/strong> o:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>prepoznavanju po\u010detnih znakova hitnih medicinskih stanja<\/li>\n\n\n\n<li>situacijama u kojima je potrebno pozvati hitnu pomo\u0107<\/li>\n\n\n\n<li>na\u010dinu komunikacije tokom poziva.<\/li>\n<\/ul>\n\n\n\n<p>Takav pristup doprineo bi efikasnijem funkcionisanju sistema hitne medicinske pomo\u0107i i boljoj za\u0161titi \u017eivota i zdravlja gra\u0111ana.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter size-large\"><img decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/pokretmeri.org.rs\/home\/wp-content\/uploads\/2026\/03\/ChatGPT-Image-Mar-7-2026-02_15_22-PM-1024x683.png\" alt=\"\" class=\"wp-image-3345\" srcset=\"https:\/\/pokretmeri.org.rs\/home\/wp-content\/uploads\/2026\/03\/ChatGPT-Image-Mar-7-2026-02_15_22-PM-1024x683.png 1024w, https:\/\/pokretmeri.org.rs\/home\/wp-content\/uploads\/2026\/03\/ChatGPT-Image-Mar-7-2026-02_15_22-PM-300x200.png 300w, https:\/\/pokretmeri.org.rs\/home\/wp-content\/uploads\/2026\/03\/ChatGPT-Image-Mar-7-2026-02_15_22-PM-768x512.png 768w, https:\/\/pokretmeri.org.rs\/home\/wp-content\/uploads\/2026\/03\/ChatGPT-Image-Mar-7-2026-02_15_22-PM.png 1536w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Uloga civilnog dru\u0161tva<\/h2>\n\n\n\n<p>O potrebi unapre\u0111enja sistema hitne medicinske pomo\u0107i u Srbiji govori se ve\u0107 vi\u0161e od dve decenije. Me\u0111utim, tek nakon osnivanja Pokreta \u201ePravo na \u017eivot \u2013 MERI\u201c i po\u010detka sistematskog ukazivanja na probleme u funkcionisanju hitne pomo\u0107i ova pitanja su ponovo otvorena u javnosti i pred institucijama.<\/p>\n\n\n\n<p>Kontinuirani rad pokreta, javne inicijative i komunikacija sa institucijama doprineli su da se zapo\u010dne proces normativnog ure\u0111enja ove oblasti, koji je najpre rezultirao dono\u0161enjem pravilnika o organizaciji rada hitne medicinske pomo\u0107i, a sada i izradom nacionalnih smernica.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Dalji koraci<\/h2>\n\n\n\n<p>Dono\u0161enje nacionalnih smernica predstavlja va\u017ean korak, ali i po\u010detak procesa unapre\u0111enja sistema.<\/p>\n\n\n\n<p>Slede\u0107i koraci trebalo bi da obuhvate:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>formalno uvo\u0111enje smernica kao obavezuju\u0107eg standarda rada<\/li>\n\n\n\n<li>organizovanje kontinuirane obuke za lekare i medicinsko osoblje na prijemu poziva<\/li>\n\n\n\n<li>pra\u0107enje primene smernica u praksi i njihovo periodi\u010dno unapre\u0111enje.<\/li>\n<\/ul>\n\n\n\n<p>Pokret \u201ePravo na \u017eivot \u2013 MERI\u201c nastavi\u0107e da prati implementaciju novih pravila i da kroz konstruktivan dijalog sa institucijama i stru\u010dnom javno\u0161\u0107u doprinosi unapre\u0111enju sistema hitne medicinske pomo\u0107i u Srbiji.<\/p>\n\n\n\n<p>U sistemu hitne medicinske pomo\u0107i vreme \u010desto zna\u010di razliku izme\u0111u \u017eivota i smrti.
